Strategic Lead, Credentialed Staff Investigations & ResolutionsProgram: Medical AffairsStatus: Regular Full Time8 Hour Shifts, Days Schedule (Subject to Change)Location: Oshawa & Ajax-PickeringWage Schedule: $49.490 - $67.130 per hourFile Number: 2500000955POSITION SUMMARY:Reporting to the Director of Medical Affairs, Academic Affairs, and LHEARN, the Strategic Lead, Credentialed Staff Investigations & Resolutions, will provide strategic direction to cultivate and sustain a culture of high performance for investigation and resolution transformation initiatives. They will provide expert guidance, support, and advice on matters relating to credentialed staff and learner performance issues management (non-clinical), with consideration to human rights and workplace harassment/discrimination policies, programs, and processes and relevant legislation.In addition to investigating and supporting the resolution of escalated, complex workplace complaints/concerns the Strategic Lead assists the Credentialed Staff Leadership and Academic Affairs Leadership to identify themes and broader issues and works with internal and external partners in the development and implementation of relevant initiatives and best practices to advance a positive organizational culture. This includes the facilitation of integrating project planning and delivery to identify dependences, maximize opportunities for collaboration, and minimize risks and issues. The Strategic Lead will provide expert consultation on organizational initiatives impacting Credentialed Staff (e.g., program-level reviews, planned model of care projects). The Strategic Lead will drive high-impact initiatives with strategic vision, cross-functional leadership, and relentless execution to deliver transformative results.DUTIES AND RESPONSIBILITIES:" Applies knowledge of the Public Hospitals Act, the Lakeridge Health Credentialed Staff By-Laws and Rules and Regulations and Medical Affairs/MAC policies and procedures to provide strategic advice and performance management assistance to Credentialed Staff Leadership and other LH Leaders and the Medical Advisory Committee." Oversees all elements of project plan development, as well as implementing all necessary processes and practices." Supports a number of multi-stakeholder project workstreams, including process re-design, simultaneously providing coaching, motivation, and guidance throughout the duration of the projects." Reviews, monitors, and manages a multi-million-dollar budget for credentialed staff compensation, expertly seeking all available external funding opportunities, ensuring alignment with organizational goals and financial sustainability." Creates and implement change management plans that minimize team member resistance and maximize team engagement, ensuring smooth adoption of changes impacting relevant team members across the organization." Engages and communicate with stakeholders, including Senior Leadership, on an ongoing basis and ensure changing resource and project requirements are met and understood." Participates in the creation, approval, and delivery of innovative presentations and proposals supporting various change initiatives impacting credentialed staff and learners." Uses strategy-based approaches to build Credentialed Staff leadership capacity through information sessions, presentations, resource materials and coaching/advice regarding performance management functions, models of care, policy application, and compliance." Supports the consistent application of legislative and policy requirements by Credentialed Staff Leadership." Supports, coordinates, coaches and/or advises on the full range of performance management activities for Credentialed Staff and learners - including but not limited to:" The monitoring process for Associate Staff and other Credentialed Staff with performance improvement plans" Formal mentorship programming" Workplace conflict resolution, including reparative and restorative processes" 360 performance reviews, behaviour counseling, target education and other supportive and remediation strategies" Credentialed staff performance issue management (including disciplinary matters, investigations, and workplace harassment and discrimination issues)" New Medical Leadership curriculum development and training" Specific to Performance Issue Management (non-clinical):" Recognizes and considers sensitive situations and develop appropriate recommendations for performance management on complex and contentious credentialed staff issues, notably where resolution may be challenging (i.e. involving legal counsel, requiring MAC and/or Board involvement)" Ensures appropriate engagement with/awareness of Senior Credentialed Staff and Medical Affairs Leadership, Legal Counsel and other internal and external resources" Identifies when more complex matters should be referred to the Director of Medical Affairs and/or Credentialed Staff Leadership and/or Senior Leadership, ensuring background information is collected and sharedPartners with and supports Credentialed Staff Leadership, Medical Affairs, Human Resources, IDEAA, and Legal Services when appropriate to discuss and obtain advice on complex or potentially precedent-setting issues, settlement "strategies and case law" Provides gUidance/advice to Credentialed Staff Leadership, Medical Affairs Leadership, and Academic Affairs Leadership regarding performance issue management, progressive discipline, and workplace conflict involving Credentialed Staff (as Complainants and/or respondents) and learners" Provides guidance on human rights, and workplace harassment/discrimination policies, programs and process, including reparative processes" Uses alternative dispute resolution mechanisms including reparative and restorative processes to identify options for early & timely resolution; recommends agreements or settlements to facilitate early resolutions within the Lakeridge Health policy framework and other regulatory frameworks" Engages with relevant external stakeholders (e.g., CPSO, OMA, CMA, CMPA, OHA, etc.) to maintain best practice standards for credentialed staff investigations and resolutions" Recommends appropriate courses of action, draft correspondence and track all information pertaining to complaints - in the PIM tool - and the credentials file as appropriate" Administers and/or leads the administration of the workplace investigation process which may include, preparation of notice of investigation letters, witness questions and minutes, investigation conclusion reports, investigation outcome letters to parties involved ensuring all parties understand their rights, roles and responsibilities" Leads Medical Affairs and Academic Affairs team members as required throughout the complaints/investigations process, develops standards and procedures for internal data management, and is responsible for the ongoing development and usage of the Performance Issues Management (PIM) tool" Applies advanced Interviewing/Investigation skills with the ability to conduct fair, efficient and comprehensive investigations, minimizing bias in the process" Provides accurate interpretations of relevant provisions of legislation and policy, well considered assessments and timely advice, options, interpreting information and recommendations to Credentialed Staff Leadership on complex matters, and develops potential and/or preventative solutions" Engages with Human Resources, IDEAA, and the Human Rights office as appropriate" Acts as a point of contact for internal partners such as Legal, Quality, Risk, etc. as required" Conducts regular assessments of the process at all stages of workplace investigations, from intake to resolution, and ensures consistency and accuracy in administration in collaboration with internal partners (HR, IDEAA, Human Rights)" Ensures confidentiality throughout the entire investigative process" Provides secure maintenance of all files and/or documents created as a result of the investigation process" Leads all privileging-related performance management issues up to and including the MAC and Board of Trustees (e.g., suspension/revocation of privileges)" Handles contentious and conflict situations effectively; anticipates potential conflicts and identifies behaviours leading to destructive conflict; gives guidance on how to handle these situations more successfully; builds greater understanding and appreciation." Proactively develops strategic partnerships with Credentialed Staff Leadership, Program Leadership and the Medical & Academic Affairs team, LH colleagues working in Human Resources, IDEAA and Human Rights - and external partners (e.g. Legal counsel, Facilitators and councillors)." Anticipates and balances the needs of multiple stakeholders; shows a strong commitment to identifying all relevant issues and making decisions/advancing recommendations that maximize outcomes for all key stakeholders." Leads the Exit interview analysis process - identifying themes and organizational opportunities for improvement." Assists in the development and implementation of workplace harassment/discrimination initiatives and best practices to introduce a positive organizational culture within a restorative justice framework." Analyses data and trends in performance management activities and other relevant inputs (e.g. program reviews, exit interview data) and monitors complaint activity to identify underlying issues." Conduct relevant research for the improvement of services, policies, and processes that support the goals of Medical Affairs, Academic Affairs, MAC and LH - and ensure adherence to legislative/legal requirements." Leads/participates on project or work teams for the review, development, and implementation of relevant programs, policies, procedures and processes.QUALIFICATIONS:" A Master's degree in a relevant field is preferred; a Bachelor's degree in a health related field required. E.g. a Post-secondary degree in Human Resource Management, Human Rights Law, Employment Law, or an Equity Related Discipline." Excellent understanding of Public Hospitals Act, Credentialed Staff By-Laws, Rules and Regulations and relevant MAC and human resources policies, directives and guidelines agreements and related legislation which impact on Credentialed staff and learners" Certification, or equivalent, in Conducting Workplace Investigations, Addressing Unconscious Bias and support workplace Inclusion, Equity and Diversity." Ten years of progressive experience with a strong background in Medical Affairs, labour relations and/or investigations preferably within a healthcare environment." Strong understanding of academic partnerships in a healthcare environment and five years experience within an Academic Affairs setting." Experience managing program/project budgets and demonstrated ability to assign financial resources strategically within a strict budget." Demonstrated ability to investigate facts, analyze and synthesize information, legislation and legal precedents, and performance management strategies." Excellent relationship management skills with experience dealing with sensitive and confidential information and handling contentious issues with sensitivity, good judgement and discretion." Strong experience with the legal framework surrounding resource allocation for Credentialed Staff." Experience with project management processes and best practices." Proven ability in promoting equitable practices which value inclusiveness and diversity" Ability to gains the confidence and trust of others through honesty, integrity, and authenticity." Experience in preparing comprehensive reports and developing presentation materials on various topics, utilizing a variety of software such as Microsoft Office Suite." Excellent business writing skills, critical thinking and judgement to facilitate consensus and persuade/negotiate with a variety of stakeholders." Strong oral and written communication skills to prepare concise, settlement agreements, comprehensive reports, present investigation findings, lead mediations and restorative/reparative processes, facilitate training sessions and to communicate effectively with internal and external stakeholders." Ability to take on multiple relevant projects - from conception to implementation and lead the change management process throughout."
