Position Overview

The Project Manager, Medical Workforce Optimization and Innovation plays a pivotal role in leading and executing high-impact strategic initiatives that optimize the credentialed staff and learner workforce, enhance care models, and drive innovation in healthcare delivery, all while ensuring fiscal responsibility and maximizing external funding opportunities.

Reporting to the Director, Medical Affairs, Education, and LHEARN, this role oversees projects and partnerships that affect credentialed staff and learners across all departments and programs, supporting sustainable workforce strategies, improved patient care, and strong financial stewardship of all funding streams within the portfolio.

The Project Manager leads initiatives that strengthen credentialed staff models of care, develop and manage external academic and community partnerships, implement innovative approaches to workforce planning and healthcare delivery, and secure and manage funding to support these initiatives. This includes internal hospital projects impacting credentialed staff and learners, cross-departmental collaboration, and change management efforts to meet evolving healthcare needs in a dynamic, fast-paced environment.

With a strong emphasis on strategic insight, financial stewardship, and project management excellence, this role requires an individual with demonstrated success managing complex, multi-stakeholder projects in healthcare, experience navigating organizational change, and the ability to foster collaboration, innovation, and accountability at all levels.

KEY RESPONSIBILITIES:

* Lead strategic initiatives that enhance credentialed staff and learner workforce planning, care model innovation, and healthcare delivery, with a focus on sustainability, efficiency, and fiscal responsibility.
* Design and implement integrated workforce models that improve operational efficiency, optimize service delivery, and deliver measurable value to patients, team members, and the organization.
* Conduct comprehensive assessments of existing service models, workflows, and resource allocations to identify opportunities for efficiency gains, cost savings, and quality improvements.
* Analyze service-level and workforce data, including utilization, operational metrics, and financial contribution, to inform strategic decisions and recommendations.
* Evaluate the financial impact of current and proposed care models, supporting evidence-based decision-making and clear return-on-investment analyses.
* Provide strategic recommendations to optimize service delivery and workforce deployment, ensuring alignment with organizational goals, Ministry of Health funding priorities, and evolving healthcare needs.
* Conduct stakeholder consultations-including interviews, focus groups, and workshops-with clinical, academic, and operational leaders to identify key challenges, opportunities, and priorities.
* Design and facilitate collaborative workshops to validate findings, build consensus, and prioritize recommendations that balance financial sustainability, quality of care, and workforce well-being.
* Develop strategic roadmaps and actionable implementation plans to optimize service delivery, reallocate resources effectively, and support organizational transformation goals.
* Oversee the development, implementation, and monitoring of the LHEARN financial model and program budget to ensure accountability, transparency, and strategic alignment with organizational and academic mandates, while optimizing expenditures, identifying new revenue opportunities, and enhancing the program's financial sustainability and impact.
* Develop and implement strategies to secure and optimize Ministry funding and other external revenue streams that support credentialed staff, learners, and academic partnerships.
* Lead financial and operational reviews of credentialed staff payment structures to ensure transparency, fairness, and alignment with performance, organizational priorities, and funding guidelines.
* Guide the strategic reallocation of resources-human, financial, and physical-to maximize value, address emerging needs, and support sustainable models of care.
* Identify, pursue, and manage external funding opportunities to supplement internal resources and support strategic initiatives.
* Partner with clinical, administrative, and academic leaders to develop innovative models of care that are financially sustainable, patient-centered, and scalable across programs and sites.
* Facilitate cross-departmental collaboration and foster a culture of continuous improvement, innovation, and strategic thinking within Medical Affairs, Education, LHEARN, and across clinical programs.
* Monitor and report on project milestones, outcomes, risks, and opportunities-including financial performance, funding optimization, and strategic alignment-providing actionable insights and recommendations to senior leadership.
* Act as a trusted advisor to senior leadership by delivering data-driven, strategic analyses and recommendations that advance organizational priorities and optimize service delivery and workforce performance.

QUALIFICATIONS:

* Master's degree in business, health administration, or a related field required.
* Minimum 5+ years of experience in project management, consulting, healthcare administration, or credentialed staff and learner workforce planning in a hospital or healthcare setting.
* Demonstrated expertise in strategic planning, change management, and healthcare transformation initiatives.
* Experience with academic and medical education programs, including learner placement and credentialed staff recruitment strategies.
* Strong understanding of the credentialing process, credentialed staff and learner resource allocation, and regulatory frameworks related to medical staff governance.
* Experience collaborating with credentialed staff and learner leaders and healthcare administrators to drive strategic initiatives.
* Exceptional organizational, time management, and problem-solving skills with the ability to manage multiple complex projects.
* Strong analytical skills and proficiency in performance measurement, financial analysis, and reporting.
* Superior written and verbal communication skills, including experience developing presentations, reports, and proposals for senior leadership.
* High level of professionalism, discretion, and ability to navigate complex stakeholder environments.
* Proficiency in Microsoft Office Suite and project management software.
